The Global Open Budget ((OBS)) Report 2021, issued by the International Budget Partnership (IBP) in which the Governance Center for Public Policies (GCPP) at the level of Iraq participated, included 120 countries in the world, has shown that Iraq ranked 112 out of a total of 120 countries in terms of budget transparency. Iraq gained a score of (0) out of 100 in the Public Participation Survey, a score of (6) out of 100 in the Budget Transparency Survey, and a score of (55) out of 100 in the Budget oversight Survey. As for the Arab world, Iraq ranked seventh out of 11 countries Arabic surveyed.
The Open Budget Survey is the world’s independent, comparative, a fact-based research tool for measuring a number of key aspects of governance and accountability. The Open Budget Survey was first launched in 2006. The eighth edition of the OBS 2021 covers 120 countries.
The 2021 Survey represents the collective work of a global network of researchers in each country. But in this round, the partnership took a bigger turn by working alongside a select group of partners to co-author the global report and seven regional reports. This new approach has allowed benefiting from the rich insights of partners globally and provides key recommendations to stimulate action at the global, regional, and country levels.
